Les zones économiques spéciales (ZES) sont des zones géographiques délimitées situées à l’intérieur des frontières d’un pays où les règles applicables aux entreprises sont différentes de celles qui prévalent dans le territoire national. Proposée comme un modèle de développement économique par une vaste gamme d’acteurs allant de la Chine à la Banque mondiale, l’approche a été développée dans une centaine de pays. Ces zones ont pour principaux objectifs d’attirer les investisseurs par des régimes douaniers et fiscaux avantageux, une main-d’œuvre compétente et compétitive, et des conditions d’installation facilitées. Elles sont censées à cet égard offrir un accès au foncier sécurisé légalement et dépourvu de tout conflit. Alors que de nombreuses études sur les ZES se concentrent sur leurs performances économiques, la création et le fonctionnement des ZES peuvent également avoir des répercussions considérables sur les droits fonciers – un sujet qui a plus rarement fait l’objet d’un examen systématique, et qui soulève des questions plus vastes sur la gouvernance territoriale, les droits et les modèles de développement économique.

Le Comité technique « foncier et développement » (CTFD) a lancé une étude sur les ZES et le foncier. L’Institut International pour l’Environnement et le Développement (IIED) a animé le projet en partenariat avec Enda Pronat et le Cadre de réflexion et d’action sur le foncier au Sénégal (CRAFS) ; et le CIRAD avec l’apport du Collectif Tany de Madagascar, en collaboration étroite avec le GRET, qui assure le secrétariat du CTFD.

Les résultats du projet sont présentés dans trois rapports sur ‘Les zones économiques spéciales et le foncier : tendances globales et incidences locales au Sénégal et à Madagascar’; ‘Zones dédiées à l’investissement à Madagascar : caractéristiques et incidences foncières’; et ‘Chantier de réflexion thématique sur les Zones Économiques Spéciales au Sénégal’. Les rapports seront publiés avant la date du webinaire.

Pendant ce dernier, des experts présenteront les résultats de la revue internationale concernant les ZES. Ils feront le point sur les résultats au Sénégal et à Madagascar et en quoi l’étude a permis de faire avancer les débats dans ces deux pays.

Les webinaire comprendra une introduction à l’évènement et à son thème, ainsi que les présentations des panélistes, et sera suivi d’une discussion entre les participants au webinaire animée par un modérateur. Le webinaire est conçu pour les organisations de la société civile, ONGs, secteur privé, agences de développement et pouvoirs publics.

Special Economic Zones (SEZs) are demarcated geographic areas contained within a country’s national boundary where the rules of business are different from those that prevail in the national territory. They aim to attract investors by offering favourable customs and tax regimes, a competent and competitive labour pool, and settlement conditions that are supposed to offer legally secure, conflict-free access to land.

A wide range of actors (from China to the World Bank) support this model of economic development, which has been adopted in about 100 countries.

Many studies on SEZs focus on their economic performance. Far less attention has been paid to how their creation and operation affect land rights, or the broader questions they raise about territorial governance, legislation and economic development models.

The Technical Committee on Land and Development (CTFD) initiated a study on SEZs and land. The International Institute for Environment and Development (IIED) led the project in partnership with Enda Pronat and the Cadre de Réflexion et d'Action sur le Foncier au Sénégal (CRAFS); and CIRAD with the contribution of the Collectif Tany de Madagascar, in close collaboration with GRET, which serves as the secretariat of the CTFD.

Project findings are presented in three reports on 'Special Economic Zones and Land Tenure: Global Trends and Local Impacts in Senegal and Madagascar'; 'Investment Zones in Madagascar: Characteristics and Land Tenure Impacts'; and 'Thematic Workshop on Special Economic Zones in Senegal'. The reports will be published before the webinar.

During this webinar, experts will present the results of the international literature review on SEZs. They will also discuss findings from Senegal and Madagascar and how the study has advanced the debate in these two countries.

The event will start with an introduction, followed by a presentation of the panellists. A moderated discussion among webinar participants will close the event.

The webinar is designed for civil society organisations, NGOs, private sector, development agencies and public authorities.
