SEZs: global trends and issues in Senegal & Madagascar

Special Economic Zones (SEZs) are demarcated geographic areas contained within a country’s national boundary where the rules of business are different from those that prevail in the national territory. They aim to attract investors by offering favourable customs and tax regimes, a competent and competitive labour pool, and settlement conditions that are supposed to offer legally secure, conflict-free access to land.

A wide range of actors (from China to the World Bank) support this model of economic development, which has been adopted in about 100 countries.

Many studies on SEZs focus on their economic performance. Far less attention has been paid to how their creation and operation affect land rights, or the broader questions they raise about territorial governance, legislation and economic development models.

The Technical Committee on Land and Development (CTFD) initiated a study on SEZs and land. The International Institute for Environment and Development (IIED) led the project in partnership with Enda Pronat and the Cadre de Réflexion et d'Action sur le Foncier au Sénégal (CRAFS); and CIRAD with the contribution of the Collectif Tany de Madagascar, in close collaboration with GRET, which serves as the secretariat of the CTFD.

Project findings are presented in three reports on 'Special Economic Zones and Land Tenure: Global Trends and Local Impacts in Senegal and Madagascar'; 'Investment Zones in Madagascar: Characteristics and Land Tenure Impacts'; and 'Thematic Workshop on Special Economic Zones in Senegal'. The reports will be published before the webinar.

During this webinar, experts will present the results of the international literature review on SEZs. They will also discuss findings from Senegal and Madagascar and how the study has advanced the debate in these two countries.

The event will start with an introduction, followed by a presentation of the panellists. A moderated discussion among webinar participants will close the event.

The webinar is designed for civil society organisations, NGOs, private sector, development agencies and public authorities.

- Dr Alpha Ba, lecturer and researcher at the École Nationale Supérieure d'Agriculture (ENSA), University of Thiès
- Mamy Rakotondrainibe, president of the Collective for the Defense of Malagasy Land (TANY)
- Pape Faye, founding member of the collective for the defence of the interests of communities affected by the Sandiara SEZ, Senegal

La corsa all’accaparramento di terre continua senza soste, e l’attuale crisi alimentare ed energetica, generata dalla guerra in Ucraina, può accelerare il fenomeno a danno dei contadini e dei popoli indigeni. E’ necessario rafforzare il sistema multilaterale di governo dei sistemi alimentari per garantire il diritto alla terra e a una nutrizione adeguata dei popoli più svantaggiati. La sovranità alimentare delle comunità locali dovrebbe essere centrale in un nuovo sistema multilaterale capace di superare competizioni nazionalistiche. Questo ha una forte implicazione per la Cooperazione italiana, che è chiamata ad aumentare il suo impegno (destinando lo 0,7% del reddito nazionale lordo all’aiuto pubblico allo sviluppo) per rafforzare i programmi per l’agroecologia con le comunità contadine nei paesi partner, e orientare gli investimenti in modo da non arrecare danno al diritto alla terra delle comunità locali, ma anzi sostenerne l’organizzazione e la capacità di garantirsi sovranità e sicurezza alimentare. In questo modo si contrastano anche le migrazioni forzate, che causano le operazioni di accaparramento, congiuntamente agli effetti di riduzione della biodiversità e amplificazione del cambiamento climatico.
