Motivation behind of JICA's contract with MAJOL

“They’re really at the moment, at the point where they have difficulty justifying to several societies in Japan and to certain sectors of Japanese parliament that they should continue with this project. 
 
So that is why they want to see a dialogue going, because, otherwise, it reflects badly on the JICA unit on the ground here that they can’t spend the money that is being allocated to them by Parliament. 
 
So in the interest of keeping open the right channels of information to the… and then, I mean, when I say right, I mean, with clear facts and as little sensationalism as possible, what exactly is happening and what the problems are - why is this being stuck, why is this not moving, and can we spend our money by the first of April when the new budget year comes in? 
 
That’s sort of, that’s the way civil servants think. 
 
So that is their motivation of going ... getting behind the Campaign (No to ProSAVANA Campagin) to break the logjam and get parties to the table again. 
 
I think it is, from what we have heard from JICA here, it is a matter of civil servants trying to clear up the mess so they can do their job. 
 
It’s not a big interest in the Japanese eyes. I mean, if that money never gets spent, they’ll find somewhere else to spend it. It’s not really a big issue. 
 
But you know how orientals are, very concerned with losing face.
 
If JICA, and not just JICA–Maputo, but as an organization, fails to implement a program for which the Parliament has voted money, then nobody gets any career advancement in the future, so that’s basically where they’re sitting. 
 
It is really, from the JICA point of view, it’s almost like an administrative issue – can we get these people to talk again? Where it really becomes emotional – obviously so – is where Mozambican people are involved – because it’s your land, it’s your development – and that is now where we are trying to find out if there is… [recording interrupted]”

“Eles realmente estão no momento, no ponto em que estão tendo dificuldade em justificar para diferentes grupos no Japão e para certos setores do Parlamento japonês que eles devem continuar com esse projeto. Então é por isso que eles desejam ver um diálogo acontecendo, porque, caso contrário, reflete mal para a unidade da JICA aqui em campo que eles não estão conseguindo gastar o dinheiro que está sendo alocado para eles pelo Parlamento. 
 
Então, no interesse de manter abertos os canais corretos de informação – e quando falo corretos, quero dizer com fatos claros e com menos sensacionalismo possível – [saber] o que exatamente está acontecendo e quais são os problemas – por que isso está paralisado, por que não está avançando, e se nós podemos gastar o dinheiro antes de 1º de abril, quando começa o novo ano orçamentário. 
 
É mais ou menos assim que os servidores públicos pensam.
 
Então essa é a sua motivação, para ir atrás da Campanha (Não ao ProSAVANA) para romper esse impasse e trazer as partes de volta à mesa para dialogar. 
 
Eu acredito que seja, de acordo com o que eu escutei da JICA aqui, uma questão de servidores tentando limpar a bagunça para que possam fazer seu trabalho. 
 
Não é um grande interesse aos olhos japoneses. Quero dizer, se o dinheiro nunca for gasto, eles podem achar um outro lugar onde gastá-lo. Não é um grande problema. 
 
Mas vocês sabem como são os orientais, muito preocupados em não comprometer a reputação.
 
Se a JICA - e não somente JICA-Maputo, mas [JICA] como uma organização – falhar em implementar um programa para o qual o Parlamento votou dinheiro, então ninguém consegue progressão de carreira no futuro. 
 
Então é basicamente nessa posição que estão. É realmente, da perspectiva de JICA, quase como uma questão administrativa – nós conseguimos que essas pessoas dialoguem novamente? Onde realmente vira uma questão emocional – obviamente – é onde as pessoas de Moçambique estão envolvidas – porque é sua terra, é seu desenvolvimento – e é em relação a isso que nós agora estamos tentando descobrir...
